can a car run too rich during boost and cause backfiring/stumbling and loss of power

i think my ride is doing that how can i fix it can i adjust it through my adj fuel pressure regulator

anytime i press the gas it goes straight to rich and when its stumblings its still staying in richs but at idle it bounces like a normal a/f gauge would

You should find a wideband hook it up and tune the FPR. You need a wideband for this though, because the rainbow gauge is just a light show.

check your plugs, too. I burnt my plugs up and it was stuttering and backfiring under boost.
