What kind of wheels were on there? That looks like damage from wheels that aren't the right type (non-hubcentric or whatever) or the wheel was loose on the studs...

The wobble would explain it. The studs just hold the wheel on, so the only way they can get damaged like that is if the wheel is loose and chewing them up.
