That's a possibility but I don't know about that for sure. To tell you the truth, anything modified on your car that wasn't produced from the factory is illegal. Otherwise, you better hope you know someone that will "do your inspection" or just don't mod your car in VA.

most exhaust will pass inspection, as long as it dont leak no where. No matter how loud. Problem lies when it comes to the cops, it can pass inspection and still get you a exhaust ticket.
