it's a canadian link...but looks like a PCI card and you'll probably need software.

http://www.moates.net/ They have some products you may need. Just depends on what type of vehicle you are working with.
The hardware (programmer) to burn a chip is universal, and has nothing specifically to do with ECUs, so it doesn't come with any tuning software. The hardware will come with it's own software to make the computer communicate with the programmer, etc.
Is what you are asking?
I think you're looking for ECU tuning software also. The tuning software makes the changes to a stock ECU program, and generates a file which can then be burned to a chip. This is what Hondata, Crome, Neptune, etc., are for Honda tuning.

Yes, you'll need both. The alternative to buying a programmer (if you have a Honda) is to get something like the Hondata S300, which replaces the chip with a circuit board that uses a USB connection, meaning you don't need a programmer. Realistically though, you could buy a pretty nice programmer with the price difference between the S300 and most of the other solutions out there (like the S100).

However, it isn't the simplest thing. You have to be capable of actually chipping an ECU. Anybody can write basemaps all day long, since the software already has basemaps for P28's,all b-series and you can download .bin files from xenocrons site (don't really recommend it though)
You'd be paying a lot of money, however it is a fun thing to learn. I've enjoyed it.
