91 civic: broken clutch pedal braket

i have a 90 ef hatch and the bracket for the clutch pedal broke i removed all of the bolts "i think" and it still won't come out if anyone has some advice lemme know thanks

there is a hidden bolt, you can see it its close to the steering column i believe, with teh dash out u can see it right away
