go with new pads and rotors if those get f'd up the its prolly the caliper let me knwo if you need help getting these parts work at a wholesale brake parts wharehouse called Brake Parts. i can get you a deal prolly and if your calipers turn out to be at fault i can get them rebuilt cheaply. pm me and give me more details as to what has been done and what the symptoms are now.

It could be a lot of things. Someone who knows what to look for/at is going to have to diagnose the problem. It could be a caliper issue, it could be brake lines going bad, or even a master cylinder problem.

Did you bend the tabs in that hold the pads in place (not all brakes are like this, but some are)? If not, those are simply resting on the rotors and eating away at them.

Did you do the brakes the last time? Did you lube the caliper slide pins? I bet they're seized causing premature pad wear. It may also be a seized caliper but when you replaced the pads, you should've been able to tell if it was seized.
