Carrillo can be reved very high. They are put in bmw race engines alot or any race engine.
Edit: Also if you want a high reving all motor. Try to get better rod/stroke ratio. The only decent honda motor is the b16b and c32(nsx). Those still are not that good of design.
Good way would be getting crv motor. Running b16 head. Then destroke it via rod length. Put have the wrist pin sit lower in the piston. Thats my view at least.

Intake Manifold: Custom Individual TB's with long runners with 8 injector bungs installed 4 closest to the flange connecting to head as possible (This will create low end power). Then the other 4 as close to where the runners meet the plenum (Will create optimal high rpm air/fuel mixture).
Engine management: High voltage spark system so you can increase the spark gap to allow better total fuel combustion. Fully tuned.
Head: Reworked combustion chambers, over sized valves, intake and exhaust ports port-matched to gaskets, high lob cams, double even triple valve springs, upgrades retainers, valve guides (bronze), if you have hydraulic buckets/tappets/lifters (upgrade to solid or higher pressure buckets/tappets/lifters) or rocker arm setup (upgrade all those components with lighter weight T6 AL or to another lighter weight material titanium?).
Bottom end: Fully balanced and blue printed bottom end. Carrillo rods, Arias 12:1 pistons. Upgraded higher pressure oil pump. Baffled oil pan. Good set of bearings. Get better rod/stroke ratio. Play with all the b series blocks and cranks. After market crank might be needed for optimal rod/stroke ratio. (Toda, mugen, uhm who everelse) Big as bore as possible.
Exhaust manifold: Get the right size diameter pipe for the amount of air the head flows.
Exhaust: Full 2.5 header back, high flow turbo muffler.
P.S. That setup might be tad bit more then 225whp. HAHA.
