Default Bad TPS

well basically my car runs fine, but sometimes it idles funny. when i start my car the check engine wont come on no matter how long i let it idle but when i drive or hold the gas pedal around 3g the check engine light pops on, also if i hold the gas around 2500 the idle goes up and down, and when i rev up the motor and let off the gas it drops fast and hard not smooth and slow. When i disconnect the tps it idles at 1500 but it does go up or down when i put it to 2500 and if i rev it up it goes down slow and easy. Do u guys think this can be because a bad tps?
