So you tested the switch with a multimeter and it works as it should when the car is shifted into reverse?
If that's the case, you may have a bad relay or whatever is switching power to the reverse lights, or there may be a short in that part of the circuit. The fact that it is affecting both lights at the same time narrows down the possibilities a little.

did you take your lights out in the back recently? You could have pinched a pin on hte connector. this happened to me on my old 92 integra. I unplugged the connector at the tail lights and noticed a pin was bent and touching the wrong connector.
