Default 305 TBI problem

got an 88 camaro with a 305 tbi, changed fuel pump and fuel pump relay checked ignition module (under cap and rotor) tested good. but injectors still not firing. ECU? also, when trying to start had rpm needle jump up to 7k and stay for a while then drop b ack down, had gas gauge go to 1/2 then full to 1/2 and stay(it has bout half a tank of gas.) and by the battery it has a fusible link that isn't parted but almost could look fried with the coating peeled off.

check to see if your getting voltage at your injectors
