Default 1G dsm starting problem

I have a 91 TSi that will not start with the key. It will turn over and start fine with a pushbutton that is wired to the starter, so I know the starter is good. All relays and ignition switch are new. With the starter lead plugged in, I can hear the relay clicking under the dash, but it will not turn over. Has anyone else ever encountered this? Any help would be great. Thanks

if its an automatic then check your neutral safety switch, if its a 5spd, check the safety switch on the clutch pedal. its under the dash at the top of the clutch pedal

No alarm on the car, and no valet mode in ecu. Clutch switch has now been replaced today, still same thing. Will not turn over.

Tried it disconnected, then jumped the terminals together. No good. Thanks for the ideas though.

even though the relays and switch are new, doesnt mean that they work. i'd at least try exchanging them again. if that doesnt fix it, there is a burnt wire somewhere and should be diagnosed by a professional or an auto electric shop.
