Default mini me timing problem?

I have a mini me in my 91 si and I'm trying to set the timing. The balancer marks are no where close to the mark on the timing cover. The tdc mark on the balancer lines up with the mark on the timing cover when i shine the timing light. But the motor runs fine. When I put my timing belt on I lined the crank mark up (tdc) and on the cam gear I put UP at 12:00, and the two side marks even with the head. So since I have a 93 z6 head I looked at a 92-95 civic haynes manual. The z6 cam gear when lined up looks one tooth forward and the two marks aren't quite even with the head. So just to try it I moved the belt one tooth on the cam gear and the timing marks lined up perfect. I took it for a spin and it was spark knocking like crazy. Is the mark on the timing cover of the 91 si in a different spot than the 92-95 timing cover? HELP
