If you had a dog, you should have taken it for a walk right when those guys showed up again and walked right past the car and nabbed the plate number off of it.

Call the non-emergency number for the police department and at least make them aware of what you saw and why you believe what you believe.

This is where people should take the law into their own hands. It is obvious they are acting in a suspicious manner if they are creeping in a neighborhood with lights off and are pointing a flashlight at another car. You should have gone out there with a weapon and asked what the hell they were doing. If they try to run away, then you start beating their car. I'm sick of all the vandalism and crime in this area. Sometimes, citizens need to take the law into their own hands.
