Depends on a few things...

One is the Bov going to be resirculated in to the intake
is the waste gate going to be plumed back into the exhaust.

you cant run any of those open atmosphered other wise your car tends to run rich and yes you will not pass. I dont know if turbo honda's will pass emission's unless they are 50 state smog legal. I know certain things like running open atmosphered bov's ect will make you fail.

good luck

Jason.

p.s get the emissions on ur car then go get the turbo there for you have 2 years to worry about it.

That largely depends on what type of aftermarket parts your speaking of, most of the time if you have your cats, air and egr still on the car, you will pass. Forced induction usually does not adversely affect emissions.

The one thing that I have found with VA emissions is that they usually don't even check for the location of cats or anything like that. They just hook you up to the sniffer and then pass/fail you. Just make sure that your car can pass the sniffer and your set. I've never seen them look for CARB numbers or any of that stuff.

On the flipside of the coin, VA is supposed to be switching to ODBII testing very very soon. Which will mean if you have a 96+ car, they will just hook you up and scan for codes rather than doing the whole sniffer thing. MD is already doing it.
