yeah he just has it backwords, local law/state law/federal law ... in that order. easiest way to remember is some products arent 50 state legal.

The thing cops are cracking down on (and for good reason) are those fake HID blue bulb things... the light doesnt refract correctly through the lens plus they're actually worse to see at night

Im pretty sure (although you'll have to check the LIS page) HID and HID conversions are legal

You can listen to any wave band that you want to, so long as you are not doing it in such a way to assist in committing a crime. If it is assisting in committing a crime, then it is obstruction of justice. VA has the law b/c they were able to convince lawmakers that having a radar detector in use is obstruction of justice (b/c you are using it to cover your ass so you don't get caught for speeding). Personally I think its leveling the playing field. I'll be more then happy to put my radar/laser detector away when the cops get out the stopwatchs again and time me from point to point. It's just like if I had a scanner programmed into listening to police and fire/rescue channels. If I am just listening, then its all good. But if I am listening to the police channel b/c I want to figure out where the closest cop is at so I can determine whether or not I could race a car and not get caught, that is obstruction of justice.

Aftermarket HIDs in any car have always been illegal, the new legislation says selling HID bulbs are now illegal in the united states, it happend on 8/15/2003.

if you are gonna use terminology get it right

ballast =

bulb =

projectors =

either way, any HID kit which isnt OEM is illegal because its not DOT approved, even if you take the whole system from a BMW, Audi, whatever its still not DOT approved because its in your headlight housing. OEM JDM Hids are not either, they werent tested by DOT. Are cops gonna stop you? probably not, unless you are using an h4 bulb headlight and light is going everywhere but the ground.

Man. Get some bmw ballasts on ebay. Your stock headlight housing will just make the "hid kit" look funky because its shining in all directions. Its made for halogen.

he needs to retro fit projectors made for HID beams, if he buys a ballast it will do him no good with halogen housing.
