Default help, failed emissions

Hey guys, first time posting here, always lurking around though.
I have a 00 civic ex w/ a sirii swap from hmotors.

I passed inspection but failed emissions. the paper they gave me said the following

"OBD FAILURE: There is a problem with the On Board Diagnostic system of this vehicle, The following items must be corrected in order to pass an emssions test. Please contact your service advisor or DEQ for assistance.

- The Diagnostic Connector is missing, broken, or not functioniong."

I'm wondering if they made some error? Or is this something I have to fix, because it also states "Emissions related repair expenditures must be at least $695.00" <= Screw that.

Any help please?

-vince

Yeah it's an obd1 motor in a obd2 car. did use conversion harness and told the mechanic it was an obd1 ecu. I don't know, hopefully more people can chime in.

from what ive been told, if you have a older motor in your car then the original then its not going to pass anyway. best thing to do would be to go to the dmv and register it in Fishersville or somewhere that doesnt require emissions. its a lot cheaper and alot less headache.

Thats why there is no communication from the ecu to the scanner, and thats the reason you fail the emission test.

If its an OBD1 Ecu then the OBDII connector will be reading nothing, you are going to need somehow an ECU from that model car.

dang, I figured if I told him it was an obd1, he could just somehow connect to the obd1 ecu. so i guess my options are

-register it in fisherville, which sounds pretty easy
-buy obd2 ecu and make everything work until i pass emissions

alright, thanks people.

In order to register it in a diff county you will need an address their so some sort of PO Box or a resident. Also you can;t just buy an OBDII ecu your motor is OBD I and the sensors and wiring is completly different.
