AA Speed and Custom, in Woodbridge 703-494-1330.

They built and installed a 3" turbo back on a daily driver car of mine and did a full 3.5" turbo back on my other "street car". No clearance problems, no scrapes or rattles and neatly tucked with an almost stock appearance unless you have a F&F tip put on.

Whiteys in Chantilly does good exhaust work also. I've been happy with the 2.5" system Quentin (sp?) bent for my 242 turbo, looks completely stock. I've heard good things about AA speed as well.
The number for Whiteys is 703-968-0344
