And for the under 21 permit you'd go to the precinct you live in. they all have offices, I think va beach is split into 5. the form may be downloadable though, it was 6 years ago. And for some reason I remember it not costing a dime, though I could be wrong. I do remember that you need to come up with a reason(anything will do) for the permit request.

Only diference in what he said is that you can own any gun besides a automatic at any age, however you must have a written parent consent and it cannot be bought from a gun store (this is handguns for under 21 and big guns under 18) but yea its crazy to think a 10 year old can legally own a AR-15 assault rifle ( gotta love VA)
kris my suggestion to you is say forget a handgun and get urself a nice ak-47,ar-15, or pump shotgun. these you can get from the store, will prob have more fun shooting, and will def be in advantage over a hand gun when protecting your life.

You haft to be 18 or older though.. BUT! your ass better have proper documentation when you shoot someone.. Like a bill of sale or parental consent. Get a pump shotgun.. Its more intimidating.. I have a 12g pump in my closet. If someone hears that bad boy cock its game over.
