is it possible to extend the "1 minutes" time limit for setting poll names and fields to something a little longer? this is the second time I have made a thread and it has told me that I can only post a poll within the first minute the thread is made.

We could, but then there's the problem of people that already voted not having all the choices. The reason it's only 1 minute is so that people can fix typos, not remake an entire poll.

If anyone wants to make changes to a poll and the editing period has elapsed, just PM a mod, they'll be able to fix it.
