if you're going to start cutting things up leave the stock fairing and buy a rashed one on ebay to toy around with. As long as you don't use cheap $20 fog lights you should be able to find something that works decent for lighting
On svrider.com a ton of people are using the buell dual headlights with a fly screen and there's kits you can buy that are pretty much bolt on dual headlights instead

The lights I bought for my fighter came from Northern Hardware and I paid $10 for the set. I have it set up as one on for low, both on for high. They work as great as the stockers!
Not sure on the Buell front myself, do you have a pic from the side?
OK, so here is another nasty CHOP of what i have in mind. Except that here i deleted the lower front part of the fairing. And i realized after i did it that i wanna keep it to keep the illusion of the front lower than the rear.

It's your bike and all, but I'd recommend not modifying your front fairing. I think the naked, dual headlight setup looks beast(best) on these bikes. Throw on a chopped up belly pan and a dual headlight setup similar to the buell, and you'll be good to go, in my opinion.
i can show you how to build a cheap dual setup. pretty simple. i built the one on my 954 from walmart stuff. plenty bright.
and besides, nekkid is always better
