no, means the odometer rolled over. The odometer "exceeded its mechanical limits". It would be dumb if it wasnt insureable in VA, because it just means that the odometer rolled over. There are even some digital odometers that simply get stuck when it reach 99,999 miles.

i would imagine so. I had a car that said it was exceeded on the title and i still could get it insured.
