Default Basic Bike help

Today I came across what i believe is a pretty good deal on a 1991 Suzuki Katana. It has a 600 out of a 96. It supposedly has about 25k on the motor and also the chassis. (if i get it, it will be for less than $400)

I was told that it has new:
-New battery
-New clutches (plates and springs)
-New chain
-New sprocket
-New pinion
-New Clutch cable
-New Ignition Switch
-New mirrors and signals
-New chain, sprocket, and pinion (chain spr, pin, done 2 months ago).

Needs:
-Rear tire
-Front discs
-Timing Chain
-Few fairing bolts

He said it never had any issues except the front brakes and the timing chain making noise.

Many of you on here know I am mechanical savvy, but I am a motorcycle noob. This will be my first bike and the real first work I've done to one. I've somewhat been around them a couple times, but I'm not well-versed in them at all. If i get this, i wont be able to ride it for a couple months since I'm about to have ankle surgery, but thats fine since winter is here and it needs some work.

As i said, it'll be my first bike, so i just want to make sure its safe. I dont care about speed/balls. I plan on selling my 2 cars and will just have my truck so this will be nice to drive around to save some gas and learn about bikes.

1-If I get this, will i have to drop a lot of money into this thing to keep it safe and running?
2-How much money (based on what he claims it needs) do you think i'll have to put in it for parts ( i plan on doing everything myself
3-What are good local places to have the tire mounted/Balanced (likewise, any shops i should stay away from?)
4-Is there anything else that is pretty common to need to be replaced on these things.
5-Is there anything else I should know before jumping in on this thing.

Thanks.

does it need rotors on the front or just the pads? still sounds like a good deal either way. you could prob get away with less than 350-400 for everything

-What size tire rear tire are you looking for, also I have a buddy that mounts and balances his own tires for his race bike and on the side. He also does my tires, if you want to see his work. Your welcome to watch him do it aswell. I guarentee you, he will beat any price for shops in the area.

If, interested shoot me a PM I'll get you my number.

kneedraggers.com, denniskirk.com are a few I prefer for some parts.

Rotors will run you anywhere from 200 and up per a rotor, for your bike you are probably looking at 250 minimum per a rotor.
