Is a 600 rr overkill..?
Well the only thing that determines whether it is a good starter bike for you is how YOU proceed to learn how to ride it. Someone with a level-headed attitude (non-squidly) towards riding may do just fine on the bike. I personally wouldn't reco' it as a first bike. I think the F4i (albeit not as racy) is a better general all around choice. This question comes up alot and it is the responsibility and skill level of the person more so than someone's opinion on what is a good starter bike. I wouldn't trust many guys I know on a CRF50. I ride a 600RR, Ducati S2R and have a fiddy. The 600RR can bite you in the ass quickly if you ride outside your limits/skills. Good Luck
BTW- most people frown upon lowering a 600RR for geometry/handling reasons. If it's a height issue-understandable.

race track i'd say the RR for sure, but on the street a F4i would make more sense to me
Yup, I have one of each (2000 F4, 2005 rr) so I know exactly what you're saying. I've ridden the rr twice on the street and hated it both times. That seat is stupid hard, the front end is lower than dirt, and you can't put anything in the trunk and I can't use my tank bag. Plus that seat get's HOT.
The F4 can be sporty or it can be completely comfortable.
