Police officers are people too, and sometimes they make mistakes or (gasp) exhibit traits of fellow humans, prejudices and all. Police officers are hired to enforce the laws written by representatives of the people and their community.
If you are unhappy with the actions of a single sworn officer, then there are procedures for placing a complaint and it is your right and duty as a citizen to do so. Same with any government employee all the way from the DMV clerks to Supreme Court Justices.
While enforcing the laws created by votors and their representatives, for the good of the community, some laws may be broken (illegal u-turns, turning without a signal, speeding) as long as proper care is taken to ensure the safety of all involved. That is why there are flashing blue lights and sirens on such vehicles.
If the officer is not actively enforcing the laws as per the sworn oath, you may (at your descretion) call the dispatcher or commanding officer. Yes, you can call #77 on your mobile to report a speeding trooper who is not persuing another vehicle. Make sure you are not breaking any laws while doing so, however.

I'll confess that 99% of the time that i get pulled its because something is wrong with my car or that im doing something stupid. Dont hate cops for doing their jobs people. Just abide by the law and dont think everytime you get pulled its because they hate Hondas or hate Mustangs...its because they are paid to do so. And remember that you arent the only person being pulled. The same officer that might have pulled you for having too dark of tint could of also been the officer that just pulled over a drunk individual that would be coming in your path down the road.
Just act polite, take your ticket and deal with it accordingly later. If you know your car is illegal in some way then expect to get pulled. If you drive like a crazy person then expect to get pulled. If you do nothing wrong, but get a officer that feels like pulling someone...expect to get pulled. Thats life, drive safe.
