Why are you expecting it to be put on a lift for a non-emissions state inspection? Richmond area only checks for presence of cats. Might need to take the wheel off to inspect the brakes is about it.

they are asking to be busted then. its a requirement to check the suspension and steering components in a VA SI. you dont have to lift it on a lift, but most shops will.

A picky inspector could turn you down for alltered suspension....

May want to make sure you visit a mod friendly shop...

That'd be cool to see. I always like having that info on hand.

To see the legalese of the inspections...
  1. Link to Va Code
  2. Search: The Virginia Administrative Code
  3. Browse: Table of Contents
  4. Scroll to: Title 19, Agency 30
  5. Scroll to: Chapter 70

the basics:

no longer reject for serp belt cracks
no longer reject for ABS light
no longer reject for third brake light on camper shells
remote door openers/shaved is legal
we must inform customer that even if they dont have a muffler, it will pass. but its still illegal to operate on the highway.
reject for anything in the drivers view
reject for a shift indicator that doesnt show P or N
all trucks with airbrakes after 1994 must have a slack adjuster with indicator
ball joint tables are gone, 1/4" play is the norm for ALL.

there are a few more, thats what i can recall off my head right now.
