Default Wastegate Question

So i got a 10psi spring in my Deltagate (i know it sucks), i doesn't want to boost past 10psi. The car was tuned for 16psi. Is there anything i can do to the wastegate to get it back to normal? I mean, i know it was boosting 16psi with no probs before and now it seems like the spring is getting stuck or something... lemme know.

negative.. a 10psi spring means.. thats the minimum.. its supposed to boost more than that.
