I know this is an older post, but I just found it.. I'm glad to say that it actually looks like there were several positive changes made for inspections. For once, it's pleasing to read something that has to do with Virginia, and motor vehicles!

ok lets say you have a 3rd brake light stays on and you ALSO have a flashing light (storobe with a 3 or 4 flash) will that pass? some of us SMALL cars need a little brighter 3rd brake light
