He's got VA tags which means he has a VA address which means he lives in the state. He's going to get schwacked with the new fines.
If he had the car tagged in FL with a FL license then he'd be ok.

Also, I think the speeding reckless ticket is not a $1000.00 fine, but rather a $3000.00 fine spread out over 3 years.
Is that how it works? I was not really sure. What if it is someone from out of state driving an in state car... does the owner of the vehicle get the fines?

That's an interesting point. But the driver could say that he was borrowing the car and still get a ticket without the extra fees.
However since the OP has a VA plated car and lives in VA, he's going to be hard pressed to suggest to the judge that he's not a resident of the state.
This will actually effect a lot of military people...my self included. I have VA plates and a VA address but a MN DL.
If the OP is not military then he might have another issue in that he hasn't transferred his DL to VA

However, if you have a clean driving record, the judge may use probation for a first offense. But, if you get another ticket after being put on probation then you will pay out the ass.

Get a lawyer. You will receive an additional fine in court for not having a valid driver's license. If he has been a permanent resident (ie: not in college) for more than 60 days, need to register here. Might be worthwhile to register for a community college course in Florida and bring the statement to court to help with the residency charge.
A lawyer may be able to negotiate for a reduced charge (31 down to 19 over) to help lower your insurance hit. "31 over" is a "trigger" to the judge, do *not* expect leniency. Since you are under 21, you are not eligible for the online driver improvement course, which you will be sentenced to take to help reduce the charge for a first offense. Costs vary, but usually about $50 and a Saturday wasted.

I was wondering the same. With a FL DL but a car registered in VA I'm not sure if the civil penalties will apply or not.

I just went to court last week for the same thing. (86/55) I got the ticket a week before the new laws went into effect though.
$250 - Lawyer
$75 - Defensive Driving course (did that before court)
Got the reckless dropped to a speeding 74/55, paid $250 fine and then court costs.
