I thought this was already ruled unconstitutional, per the VA supreme Court. The fees are on the way out, unless they can make them apply to non VA residents as well. (That will not happen because then they would have to go after them in the court of whatever state they are from, wich would be to expensive and time consuming.)

No...the Henrico County Court found them unconstitutional since they didn't apply to out of state

motorists
