Depends on the failure mode. I don't think you can make that assumption in all cases, but going passive in most failure modes is obviously critical.
But,
I was just pointing out the blatantly obvious fact that modern braking systems contain electronics and aren't purely hydraulic. How you choose to interpret that is up to you.
