You should do a lot more research on your own honestly there's just too many different cars and not enough info on you...
but I can tell you one thing, don't spend that 13k on your first car. save some for tickets, driving school, accidents, mods, insurance, and getting your bitch something fancy. I mean unless your making some serious cash id say 5-8k would get you an awesome first car.
Id suggest something front wheel drive, they are easy to drive and good in most conditions
also something with 4 cylinders to save on gas, teens need their money. plus you cant get into too much trouble
something new, but not too new so you save on insurance, the older and slower the cheaper =) say 95-2007? but again up to you
I prefer Honda, but it doesn't have to be any car from them Asians seems to do well as a first

Basically buy a 95-07 Honda for 5k-8k and use the rest of the money for tickets, accidents, and insurance... I think... If I read that right
