yep. off duty cops cant give you tickets, but they can sure as hell pull you over and hold your ass there. and yes, ive seen (and been pulled over by) off duty cops with lights and radars and shit in the POVs.

how can they hold you there if theyre off duty? im just curious in case i get in that postion and decide to drive away what the consequences will be before i do the action

Ive always seen them with the portable cigarette lighter (i guess cig lighter) flashing light plug in..

citizens arrest maybe? I dunno. I've only heard about it when "bad" offenses occur, not just speeding

i was behind it on the monitor merrimac the other day. the lights in the back looked to be permanent fixtures.

See, I knew what I was talking about. This is no off duty cops car. I wonder how many people have been caught off guard by this every day, run of the mill car?

There is also another unmarked cop car running around I-64 around the HOV sections. It is a light blue Dodge Intrepid with several short antennas mounted on the trunk. He pulled up next to me on HOV to verify I had a passenger and I noticed his radar mounted near the rear-view mirror and stealth lights mounted on the rear deck of the car. This was not a personal vehicle.
