And yes you can import whatever you want, if you can pay. Skip the bullshit, buy a car in Hong Kong, title in Hong Kong, register in Hong Kong, pay the tax for it in Hong Kong, ship it to the USA and declare the car for temporary use, then drive it across the Canadian border once a year.
