How Much to Offer?
Well since you don't know what most the parts are, and considering by the sounds of it it could need a rebuild soon...
I would not pay more than 4k
However, I don't buy cars with the intention of losing money... except for my stupid mistake of buying my RSX haha
There's no way he's selling it for $4k. On the other hand, how much are new rings and any other part that can't be reused during a rebuild of a B16A3? I can do the work myself, not a big deal as long as part prices don't get outlandish.

In order for me to find that amusing, I would have to have understood that my broad comment about the twin cam motor would come across differently than I was thinking. And I'm not uptight, I just ran out of cigarettes... My apologies for the short wit.

I would let it go, let it be someone else's problem. For 8k you can find much nicer cars.
Or spend 2 or 3 thousand on a stock del sol and make it real nice.
IMO i wouldnt buy it for $8k. But im a little biased. I hate B16s with a passion, and would much rather spend the money on a coupe or hatch instead of a del sol. That being said, I personally wouldnt even spend $4k on it.

Kelley's Blue Book value of a 1995 Del Sol with 130,000 miles and the model with the B16 in excellent shape is $3,485. Good is $3,085, and Fair is $2,600. Basically it comes down to what its worth to you, but $8k is too much for it.

By the way, if it is a B16A del sol, and not a swap, it's not a del sol Si, it's a del sol VTEC. The Si has the D16Z6 SOHC VTEC plant. I used to own a 95 VTEC myself, I loved that car.. And there isn't a ton of B16 del sols around, it is kinda rare. There aren't enough bolt on parts on that car to justify $8000 for it with 130k and visible oil smoke though. I sold mine with almost exactly the same mods (but stock wheels) and less mileage for considerably less. I'd not offer any more than $6500 for it, and only that much because of the wheels. Seriously, visible oil smoke and a history of nitrous use means you're looking at a rebuild sometime soon if you want to get all the power you paid for. Make sure the tranny shifts nicely also, that's another shortened life component if it's spent a bit of time at the track with a heavy clutch. At least he admitted it though.

That is why I said I wouldn't pay more than 4k... Motor obviously has some issues that are beginning, why pay a bunch of money for it.

Agreed. I've been thinking about it, and if the mods are limited to what you listed, I'd say $5k based on mileage and condition. The engine just doesn't sound like it's in the best shape, and without that you could just get a Si and swap a B16 into it.
and by the way he wasnt being an ass when he stated that your statement kinda made hime laugh in honda world we dont call then twin cam.. we cann the DOHC motors...dual over head cams..same thing just different terms..but thats just my .02

$6,500 should be a more reasonable asking price. I do not know why he feels he must get every dollar he put in it. Hell, I've spend a load of money on my 88 CRX Si, that there is NO WAY!!! in hell I would ever get $16,000 for my mostly mint CRX...even thought I fully restored it with every receipt and with OEM parts back in 2001.
Now if you go a NADA check, the Delsol vtec only pulls $4,250 low retail, $5,400 average retail and $6,225 as high retail with 130,000 miles. Given the fact that it now burns oil and he raced/sprayed on it only hurts his position.
If I was to make an offer knowing that I'm most likely going to have to rebuild the motor...I would pay no more than $6,225
