You're better off getting any civic from 92-00 than a malibu or cavalier.
Try and find one that's been kept up with basic maintainance and you shouldn't have any problems.
If you're looking for an automatic, beware of an original trans with high mileage. People like to not service them at all or to go to a discount place that uses the wrong type of fluid. Of course if it's slipping and slamming it'll be obvious to you.

Well you are looking into the right area in honesty.
Trying to find a 92-00 civic would be a slightly cheaper investment, but for what you're looking for, and wanting a stock, unmolested, and properly serviced car, the 01+ route may be better for you.
Since you aren't really Honda familiar like that I'll just throw some stuff out there, since I dont really know what you do and dont know. 88-00 came stock with various forms of the D series motor, either 1.5 or 1.6 litres, all SOHC. Parts for these are very easy to come by, and alot of people(including myself) will swear up and down on the reliability of these motors.
Now the 01-05 came with a D17(1.7 litres), still essentially the same motor, but uses newer technology depending on what trim level your car is. You can't get D17 specific parts as easily as other D series stuff, but I'm pretty sure there would still be some things you could use with it.
So you'd be able to find a decent vehicle with exactly what you're looking for in the 01-05 group, but if you found a close candidate in a previous generation, you could save alot of money just from the ease of maintenance in the long run. These motors are very simple and easy to work on, and when treated properly, will last a long time.
My new 92 EG Sedan has the orig motor and auto tranny, just hit 245K and she runs like a champ. Just some stuff to consider, hope it helps.

Yeah... this isn't for anything remotely performance oriented. It's what the car was designed for... cheap and reliable transportation.
