used tire sales law in va?
#1 sure fire way to test them is to slip them and spin some. Not that I condone driving like an asshat, but I've had to resort to cheap $25-$30 used tires when I was delivering pizza. If they don't bubble or warp right away, you should be fine.
Tests the ply and increasing the air pressure internally will usually show any hidden failures already there.
Those look fine to me, for what they are anyway.

how do you go about testing the ply?
I think its pretty safe to assume that when you're buying tires, they generally aren't going to be 13 years old. So I understand how you feel. But I would have been pretty suspicious about anything that costs $200 for a set of 4. Those have to be some pretty low-end performers whether they're 13 years old or not.
so conclusion to this event.... The shop called me up today and offered me my full money back or two new falken 912's for $16 with a $200 credit from them for the old wheels since I already bought two falkens from discount tire direct
