I hope I'm interpreting that 250 mile limit correctly. So say there's a huge annual east coast muscle car show in say, NYC or Atlanta. I can't imagine they would tell you that you can't drive your '63 split window there and back because it is farther than 250 miles. That would completely destroy the whole point of an antique car that you don't daily but still want to use for pleasure/events. I was taking that to mean you can't go farther than 250 miles unless you are doing so for one of the reasons that they mentioned.

As a non native transplant I had the same questions... They don't give a shit about emissions in Hampton roads. They just check safety stuff. And a lot of shops don't even do a very thorough job of that...
