Brand new 600's run for mid to low 8's. If you ever paid 7k or anywhere near it for a 98 you would be getting robbed. 03' gixxers w/semi high miles go for low-mid 7's.
I suggest going with a 600 personally, they are very good to start on, I love my 636 and it is still plenty of power without having to worry about lifting the tire everytime you want to romp on it. Most people agree that more then a 600 to start is too much...so I was just letting you know.

Most racers will tell you if you want to learn how to go fast, learn how to ride a slow bike fast. Starting on a smaller, less powerful bike - in general - will develop your riding skills better and faster. Not to mention the fact that they're more forgiving, regardless of whether or not people want to admit it. Grab too much throttle coming out of a corner on a 50 or 60 hp bike and you're not going to upset anything - do the same on a new gixxer 600 or R6 and you're probably going to end up on your ass

And look at it like you would a car? Body damage and rust? I'm not sure what you're meaning here.....................Bikes are plastic; save for the motor and frame and such. And unless it's been sitting out in the rain and standing water has been left on it it's not gonna have rust.
You should be concerned with the engine, tranny, clutch, brakes, frame not bent, rims not bent/dinged................stuff that has to do with the handeling and performance of the bike; as well as safety.
