Highly unlikely. The insurance rate on a Personal vehicle running code 3 lights would be outrageous. Additionally, you won't find an officer using his own car just because of all the wear and tear police cars go through while in service.

I don't know much about this kinda stuff, could it have possibly been an undercover police car from another county or something? What about employees from all the different government agencies??

In a place where people can only communicate through text its a good idea to learn how to do convey your thoughts properly. Correct usage would have prevented this.
