My guess is the latter. Which means there is a high probability that he too will be packing heat...
So what did the truck look like. I've heard this same story before with a description of the truck. Let's compare ghost stories... Maybe the "flaming ghost car" morphed into a Cowboy Cadillac...
People's imaginations are great aren't they? My guess is these are just bored kids that hang out in the shadows waiting for someone to come by, then scare the crap out of them. A friend of mine years back got jumped down there under the bridge by a gang of rednecks with bats and other blunt weapons. They beat him and a couple other guys pretty bad. They were not ghosts however, they were very real. One of them was eventually caught and prosecuted for it...
Either way, paranormal or not (NOT), it isn't a good place to play after dark...

speakin of crawford road i have a true story.
Back in 2002 me my buddy wayne and his gf julie at the time decided we were gonna go down that road check everything out come back climb the bridge. We go down the road everything is fine turn around start heading back we get past the last house coming from yorktown going to newport news. my buddy had just finished tellin us how a few weeks ago how he had been chased by a truck. I was in the back seat holding my bb gun rifle lol when i look back and suddenly see a pair of headlights turn on from nowhere. So i kept looking noticing this truck is catching us quick fast and in a hurry. I tell my buddy that a truck just came outta nowhere and that he needs to speed up we by this time truck is 75 or so feet behind us and closing fast. so we start freaking out i can unzip his back window is his shadow bc i was to nervous i was gonna shoot the head lights out or or something with the bb gun. so we are doing like 65 in a shadow with this truck literally so close to the car i could not read the trucks plates. I could have climbed from our trunk to his hood no problems. well he follows us down the road til he gets to the bridge and stops we keep going til the other side of the bridge and he stops to. The truck had turned out its lights by now and it was pitch black outside so i could no longer see it we started moving to leave and the truck again was so close on out ass that i could not see his plates he turned his high beams on we hauled ass the rest of the road we got to the end made a quick right and pulled into the church by the light waiting for the truck. He must have turned off somewhere between the end of the road bc he never came. I have never been so scared in my life i have been back on that road one time since then and it was during the day
