It's all technicalities .
If your car's gear range is too wide , you will in fact not go as fast with a full tank . ex. if your car bogs down in top gear now before hitting the rev limiter or speed limiter , then a full tank will hinder you . But if you fall into this catagory , then your car is a 78 Pinto or a Yugo .
Also , if you have a fuel cooled in tank pump , then a low tank will make it run hotter with the possibility of slowing the pump and not supplying enough gas . A pump usually supplies enough PSI to keep the injectors at full capacity , but if you run your tank too low too often , then damage will occur and you will have problems at low fuel levels ( common Chrysler problem ) so a full tank will give the illusion of running faster .
