im curious. How many DVA'ers would come to a road course for $50 a day guided runs? meaning we do a short class session. vehicle demo. and then let you run 2 or 3 laps.
Eh don't know if that'd be a HUGE hit. Some people would do it though. I've never ran a road course before so I don't know if 50 is kinda pricey or not.
Well, almost ALL weekends would be to driving clubs to rent the place out. but maybe thursday nights I would let locals have at with a tech inspection.

50 bucks flat rate? That wouldn't be bad at all. I've never done the road course thing, nor will my car ever see a track again, but I'd contribute w/ whatever group of people goes out. I like watching.
i think $50-75 for 2 laps around the track.
maybe a monthly pass for $250. includes 5 laps total for each open day. at least 1 open day a week. and 1 Season pass-day for silver contributers.

i can help with a lot of the zoning/uses...
since part of the strip is still used and designated as an active airport, you'll have to deal with an airport overlay district which prohibits many uses, but mostly just prohibits areas with high concentrations of people (arenas, malls, race tracks, etc) anywhere near the flight line, could be anywhere from 1000 to 5000 yard perimeter, probably closer to 1500 yards.
you're looking at paying a civil engineer to do your site plan and an architect to take care of buildings (whichever ones are going to be occupied by humans), on a project of this scale i would budget no less than $150,000 just for contingency fees.
as such the property is likely to be zoned either industrially or agriculturally (not very familiar with virginia beach but if there are fields and single family homes adjacent, it's probably agricultural). being that the parcel contains an airport it is 99% likely to be zoned industrially and looking at VB zoning ordinance i see there is no regulation specifically forbidding race tracks, however it is not listed as an acceptable use of industrially zoned land. it does mention outdoor recreational facilities, so you might be able to get in that way.
it is EXTREMELY hard (impossible) to build a small time track these days, even ones that will provide millions in revenue are fought tooth and nail.
