Complaints and damage submission for interstate
While driving on 264E monday the 4th, my vehicle received some damage due to left car parts from some other vehicle.
VDot came out, and said they got a call about 1 minute before the incident occured.
What are the courses of action I can take to make the city pay for this and other damage from the speed bump that damage my vehicle?

If your car received damage from left car parts from another driver, what do the speed bumps(expansion joints) have to do with anything. Sounds like you should have been paying attention to what was in the road.
There is no course of action. It is considered an incident not an accident, same as if a rock hit your windshield. The best you could do is call your insurance company and see if the road hazzard covers it.

They are actually superceeded by our Expansion Joints as you call them.

....call up ur ins. tell them something fell off a car infront of you and hit your car.. or say the car in front of you hit it and made it hit your car.. IF you say "i hit something in the road" then you are at fault even tho you didnt do anything wrong YOU hit IT, and your ins will go up and all that mess.. say IT hit YOU and they'll fix the dmg and not rise your ins. I use to have to do this with tires ALL the time i hate truckers who just let the tire fall off all over the road.. bah!

Your post isn't making since. What damaged your car? Car parts from some other motorist, or the "speed bump"? If it was actually the "speed bump" then they will pay to have it fixed, as long as you can prove thats what caused it. If you hit something left in the road by another driver then thats your problem. A friend of mine had his oil pan ripped out by a manhole that was sticking out to far and they stroked a check no problem.
id b careful if ur car is 2 low (as in not street legal) they might refuse ur claim because u altered it and thats why it didnt clear the bump if thats what happened u wernt 2 clear on ur post.....
