MAG is a good place, i got my 99 Grand Cherokee there for 9k, www.4mag.com.
Tidewater Auto Auction is pretty good as well, they are on South Military in Chesapeake as well, dont know thier website.

My dad's been towing out of Tidewater Auto Auction for years and I believe it's a dealer only auction.
