Stock d series muffler with axle pipe

Stock d series muffler with axle pipe
I just picked up this 97 Ek coupe and I cant pass inspection since there is a hole in the pipe just before the muffler. No sense of getting a new one when i plan on swapping the motor. Anyones help would be appreciated.
