Default whistling sound still occuring

Hey, I still have a whistling sound coming from what seems the engine when i am driving, gets really annoying when sitting at a light. I don't think it is my short ram intake but could be, sometimes it happens and sometimes it doesn't, which makes me think it isn't my intake. If it was my intake i think it would be happening all the time, correct me if I'm wrong though. Any help would be great guys, thanks.

Does the pitch change as you accelerate? Try to give a better discription.

Yes, by belts are definetly tight, and the higher the rpm the higher the pitch of the whistle. Anybody got any ideas?

If your timing belt is too tight set number 1 piston top dead center loosen your tensioner bolt turn your crank counter clock wise 3 teeth on your camshaft then tighten you tensioner bolt back up I don’t know if you have a swap but this will work for civic motors and I know the GSR.
