what ecu lets me go faster
Fabrik8 could be right but i know a stock p28 cuts off at 115, kills the fuel. 96 civic hx same thing. p06 ecu, 92 prelude with h23, all cut out at 115. The car could go faster but the ecu takes the fuel. All you get is a bogging sound until about 110 or so then the ecu brings the motor back.
Might be hitting a gear-specific rev limit, that would do it too.
I don't even remember anymore, we used to just knock the limiter up to the max on all the programs we modified, regardless of what the stock limiter was set for. It's been years since I've hand-edited Honda ECU programs.

You can remove them or, you could switch out intake manifolds to an EDELBROCK or something equivalent, I always hated the butterfly setup. But, yes you can bypass them. Just get your p28 chipped!
