Default wet sanding??

i debadged my truck, the is a little bit of overspray where some emblems met the paint. sort of looks like overspray over dirt. there is also alot of small rust specs under everything too. what is the lightest wet sandpaper grit i can use to clean this up without damaging the clear? i already clay bared. and there is some overspray on my chrome rims, what can i do for that?
