Voltage Issue!!!!! HELP!!!!!

Default Voltage Issue!!!!! HELP!!!!!

Here is the problem. When I come to a stop, the car would drop voltage to 12 volts from 14 volts. My headlights will dim and then brighten up, once I start picking up speed. I took the alternator in for a check and it turned out to be fine. I am stumped. Thanks........Shawn....
If you have a OBD2A Alternator laying around please let me know thanks....

I put my freshly built motor in and then wired it up. Basic plug and play. I checked the wires several times.....I think it may be my obd2a to obd1 jumper harness or the ecu......I am running a obd1 ecu in my civic.......if you have an idea, hit me up....thanks
