Default tach question

ight my boi just installed my tach in today and hes done it to a lot of cars and the weird thing is that it only goes up to 3 grand and stops there, could it be the tach? he says it's my engine which is kind of hard to believe, but if it is the tach is there any way that i can get it fixed or i'll just have to get my money back??
